involving locatable and leasable minerals and coal deposits on

"It is the intent of the House Resources Committee that in                     
implementing HB 197, the Division of Mining and Water make every               
effort to minimize and limit regulations.  The committee views this            
legislation as a positive signal to investors who may be considering           
investment in Alaska.  Promulgation of a complex set of regulations            
would send a negative message to investors who view complexity and             
uncertainty as undesirable."
